Trenton City Council approves $2.4M IT contract in 5-2 vote

TRENTON -- An IT firm that has been the subject of criticism and challenges in court was awarded a $2.4 million contract to provide services for the city in a 5-2 vote.

The contract was tabled last month after ADPC, Inc., the former longtime vendor, was granted an injunction just an hour before the meeting was to start.

The injunction was later lifted this month, clearing the way for City Council to vote.

The contract for FCC Consulting Services has a base period of three years, with an option to extend another two years.

Council members Marge Caldwell-Wilson and George Muschal, who were the two "no" votes, objected to reconsidering the contract because of unanswered questions and an inability to interview FCC.

"There is a problem with this firm 100 percent," Muschal said. "Without answers, I don't think anybody wants to be a rubber stamp here because the administration says it's a go."

Councilwoman Phyllis Holly-Ward said she was appreciative of two forms that were included in the resolution: a certificate showing that the state treasurer approved FCC's employee information report and a contract request form that was signed by the state Department of Community Affairs' Division of Local Government Services.

"I believe that makes a big difference for the public to know," she said. "It's been vetted by the highest. You can't go any higher to say that it's OK."
