Officer Christopher Van Ness was patrolling township parks on Nov. 14 when he spotted a white vehicle in Lewis B. Chamberlain Park of Slayback Drive at about 4 p.m., police said.

Van Ness had seen the vehicle at Community Park a short time before, so he investigated further.

Van Ness found Krishn A. Rathod, 24, of North Wales, Pa. and Sumeet K. Singh, 20, of West Windsor sitting inside. The two allegedly both possessed heroin, police said.

Rathod had 162 decks of heroin with the "Frank Lucas" and "Drano" brand names, and Singh allegedly had seven "Frank Lucas" bags of heroin and two used hypodermic syringes with affixed needles, police said.

Rathod was charged with possession of heroin with intent to distribute within a park zone and related charges. He was originally haled on $100,000 bail.

Singh was charged with possession of heroin and possession of hypodermic syringe and originally held on $10,000 bail.
