The victim in the Hermitage shooting, who was not identified, was wounded in the arm and torso about 10 minutes before midnight June 4. He underwent surgery at a Trenton hospital and emerged in stable condition, police said.

The Shooting Response Team linked Phelps to the shooting and issued a warrant for his arrest.

On Thursday, at about 12:45 p.m., the Violent Crimes / Warrant unit led by Lt. Rolando Ramos and Sgt. Anthony Manzo apprehended Phelps in the basement.

Phelps is a felon with 2011 conviction for aggravated assault with a firearm from 2011, state records show.
