Police responding to the 100 block of Locust Street at 10:45 p.m. that day found a car with a window shattered, but no victims. Witnesses said the shooters fled on foot, police said.

The next day, police arrested Jermaine Loflin, 34, for allegedly being one of the gunmen.

Detectives were eventually able to identify Miller as the other suspected gunman, police said.

He learned he was wanted and turned himself in at 10 a.m. Monday at police headquarters. Miller was also charged with being a felon in possession of a firearm. State records show Miller has prior drug dealing convictions.

Detective Roberto Ramos investigated the case.
